The instinct is to plan eight different activities. Resist it. The comfort of Hanukkah for a small child is that tonight is like last night, one candle further along — and a child who knows the shape can lead parts of it themselves.
Give them the counting job
Counting the candles is a real, repeating job with a visible answer that changes each night. For a two- or three-year-old that is genuinely engaging, and it is the part of the evening they will remember doing.
One made thing, used all eight nights
Rather than eight crafts, make one thing beforehand that gets used every night — a placemat, a counting chart, a decorated box the candles live in. It earns eight nights of attention instead of twenty minutes.

Count candles, help place unlit candles in the holder, carry something, choose whose turn it is. Small, real, repeated.
How do we handle the presents becoming the whole thing?
